Clean Energy Transitions in Emerging Economies

Guiding policy makers on how to push ahead in sector reforms, attract investments, foster innovation and ultimately enable a clean energy transition The Clean Energy Transitions in Emerging Economies programme works with specific emerging economies to implement actions to fulfil global clean energy and climate targets in line with the Paris agreement. Currently, the IEA is delivering the second edition of the programme (CETEE-2). It builds on the results and the success of activities implemented between 2020 and 2022, and it provides support and analysis in the following interrelated components: improved data and statistics, decarbonisation of the power sector…

Natural gas subsidy for consumers outside the regulated tariff system

In response to the global energy price crisis, the Portuguese government implemented a specific temporary support scheme subsiding gas prices for consumers that do not benefit from previously enacted measures targeted at low-level consumers returning to a regulated tariff system. Gas consumers whose annual consumption represents more than 10,000 m3 will get a direct discount of up to EUR 40 per MWh, until the end of January 2024.

…regarding related subsidies. The supplementary notice supports the development of unconventional natural gas, including coalbed methane, coal mine methane, shale gas and tight gas. As of 2018, the standard subsidy was 0.3 Yuan/m3. Starting from 2019, subsidies will no longer be provided according to this fixed standard. In accordance with the principle of "grow more, subsidize more", for those who exceed the amount of extraction and utilization in the previous year, subsidies will be given in accordance with the degree of growth achieved. Furthermore, subsidies are 50% higher for gas produced during the heating season (November to February).

                Data-Driven Electrification in Africa

Universal energy access is one of the main driving forces in alleviating poverty and ensuring sustainable and inclusive economic growth The energy access sector is undergoing deep transformations as it strives to eliminate energy poverty, but there is a pressing need to equip governments with more actionable and targeted tools for integrated electricity planning. These resources are crucial to maximize the effectiveness of both centralised and decentralised solutions, leveraging off-grid initiatives led by the private sector, such as the deployment of mini-grids and stand-alone home solar systems. These off-grid solutions are essential to provide access to…

…this, sub-Saharan Africa is the least understood region in the global energy system. Key barriers include a lack of basic energy demand and supply statistics due to institutional limitations and the limited application of energy modelling and analysis in policy design, market analysis and investment decisions.Given the region’s increasing significance in the international energy arena, it is more critical than ever to gain a clearer picture of the energy sector developments taking place in the region and to ensure that energy policymaking is evidence-based and data-driven.
