                Renewable hydrogen exchange market trial in Tokyo

                The Tokyo Commodity Exchange (Tocom), on behalf of the Tokyo Metropolitan Government, launched hydrogen tenders in December 2024. On the supply side, one winner offered JPY 300/Nm³ (USD 21.2/kg). On the demand side, two winners bid JPY 89/Nm³ (USD 6.3/kg) and JPY 230/Nm³ (USD 16.3/kg). The government will subsidize the price gap. Deliveries ran from January to March 2025. A second trial is planned for July–September 2025.                 MEMR Regulation No. 22 of 2019 on Guidelines for the Implementation of Greenhouse Gas Inventory and Mitigation in the Energy Sector

                Pursuant to MEMR Regulation No. 22 of 2019 on Guidelines for the Implementation of Greenhouse Gas Inventory and Mitigation in the Energy Sector, the Ministry of Energy and Mineral Resources (“MEMR”) is required to conduct an annual inventory of GHG emissions for the energy sector. To compile this inventory, the MEMR must obtain activity data from energy-producing companies (Article 8). The MEMR then sets emission intensity factors for the energy sector (Article 8).                 Emergency plan for security of natural gas supply

                Through the Emergency plan, natural gas producers assess and maximize production availability, reporting results to the TSO/CA. Suppliers evaluate additional purchase options or potential reductions in final customer consumption per contractual agreements and inform the TSO/CA.                 Temporary Fuel Tax Reductions (Cycle of Extensions)

                …response to continued global price volatility and supply risks linked to the Strait of Hormuz crisis.In parallel, the policy includes temporary tax reductions on fuels used in power generation, such as a 15% cut in taxes on natural gas and bituminous coal, aimed at stabilising electricity prices.
