Decree No. 239 for the year 2018 issuing the executive regulations of the law for Gas Market activities regulation Act No. (196) of the year 2017
…the Law No. 196 of 2017 for Gas Market Activities Regulation. It allows third party access to gas networks and facilities on non- discriminatory bases. Furthermore, it aims to liberalize the gas market, to promote fair competition and ensure the entitlement of eligible consumers to select their suppliers. Moreover, it indicates that GasReg will inspect facilities, monitor and otherwise follow-up the performance of the licensees through performance standards for different gas market activities and verify compliance with licensing requirements. GasReg shall also set the economic regulations and the rules of calculating the tariff of the gas networks and facilities.

Extension of the carbon tax suspension
As part of its March 2022 "New measures to offset rising energy prices" enacted in response to the global energy crisis, the Portuguese government extended the suspension of the carbon tax increase on fuels, set to expire on 31 March 2022, until 30 June 2022. A quarterly revision is then planned until the end of the year. The decision results in a EUR 0.05/L. effective reduction in fuel prices.In July 2022, the suspension was further extended to Q4 2022.

Legislative decree n. 164 establishing common rules for the internal market in natural gas
This decree transcribes the EU directives to regulate the gas market in Italy. It also includes regulations over storage activities, of which the overall volume relating to strategic storage is established annually by the Ministry of Economic Development, with minimum volume equivalent to at least 30 consecutive days throughout the entire seasonal peak period. There is a concept of modulation vis-a-vis strategic storage where the former is to address daily, seasonal and peak consumption patterns

Data providers fall into two categories. Data providers categorised as Category A are those responsible for an activity listed in Annex 1. H2Global - First auction for ammonia
Results from the pilot auction of H2Global for renewable ammonia were published in July 2024. Review of the pilot auction for renewable methanol is ongoing and the budget for synthetic kerosene will be reallocated to renewable methanol. Fertiglobe, a joint venture of OCI and ADNOC, was awarded the lot for ammonia at a delivered price to Europe of EUR 1 000/t NH3 (EUR 811/t NH3 net price excluding delivery).
