Extending the national gas regulatory framework to hydrogen blends & renewable gases

                …for consumption in existing appliances.
This is the Consultation Paper published in October 2021 to set out a potential approach. Updates should follow on Q2 2022.
Update: On 28 October 2022, Energy Ministers agreed to amendments to the National Gas Law and Regulations to bring hydrogen, biomethane and other renewable gases under the national gas regulatory framework.
The agreement was implemented through the Statutes Amendment (National Energy Laws) (Other Gases) Act 2023 and associated amending Regulations, which were proclaimed on 7 March 2024. Greenhouse Gas Reporting Program (GHGRP)

The GHGRP requires reporting of greenhouse gas (GHG) data and other relevant information from large GHG emission sources, fuel and industrial gas suppliers, and CO2 injection sites in the United States. Approximately 8,000 facilities are required to report their emissions annually, and the reported data are made available to the public in October of each year. The GHGRP collects key information regarding the supply, underground injection, and geologic sequestration of carbon dioxide (CO2) in the United States. Data from these activities are reported under the following GHGRP subparts:Suppliers of CO2 (subpart PP) covers facilities that capture CO2 from…

Policy for Early Monetisation of Coal Bed Methane Gas Marketing and Pricing Freedom

With the aim of promoting the gas economy and developing alternate sources of natural gas, the Cabinet Committee on Economic Affairs released a policy framework to provide marketing and pricing freedom for coal bed methane (CBM) and streamline operational issues. The new guidelines replace the New Domestic Gas Pricing Guidelines of 2014 with respect to CBM. Under the Marketing and Pricing Freedom clause, contractors of CBM blocks may sell CBM at Arm's Length Price in the domestic market. Contractors must ensure a fully transparent and competitive process without any restrictive commercial practices. In addition to establishing pricing freedom, the…

…be raised to 55% in case an operator commits itself to building new storage capacity in Italy for a total of 4 bcm within five years. The decree introduces measures for increasing competition in the natural gas market aiming at transferring the ensuing benefits to final customers, increasing storage capacity, supporting the security of supplies and enhancing flexibility in the gas system. To achieve this target, compensation to municipalities interested by the construction of new storage fields has been provided. Furthermore, in 2011 AEEG is expected to publish a new regulation concerning economic compensation mechanisms in the natural gas market.

Utilization and Selling Price of Gas Flaring in Upstream Oil and Gas Business Activities

The document establishes rules that aim to increase the utilization of gas flaring, reduce the volume of gas flared as well as reduce greenhouse gas emissions resulting from upstream business activities. The special task force for upstream oil and gas, SKK Migas, is authorized to sell gas that would otherwise be flared through a bidding mechanism. SKK Migas shall form a Gas Flaring Potential Offering Team consisting of experts in technical, economic, financial, and legal fields. This group evaluates and proposes candidate to SKK Migas. The Minister of Energy and Mineral Resources shall determine the buyer and selling price.

An annual AE share obligation (addition) for natural gas will apply to natural gas traders supplying natural gas to buildings or CSAS, with an obligation to account for at least 3 % UE on an annual basis, where natural gas traders will be able to do so, for example, by means of biomethane or hydrogen that would be injected into the common natural gas network or would be supplied without a natural gas transmission or distribution system

National Greenhouse and Energy Reporting Regulations (NGER) 2008

The National Greenhouse and Energy Reporting (NGER) Scheme was introduced by the Australian Government in 2007 to provide data and accounting in relation to the greenhouse gas emissions and energy consumption and production of covered entities (generally large corporations). The Scheme’s legislated objectives are to:inform policy-making and the Australian public;help meet Australia’s international reporting obligations; andprovide a single national reporting framework for energy production and consumption and emissions reporting.  From 1 July 2016, NGER also serves as the reporting and compliance framework for the Australian Government's Safeguard Mechanism. The Safeguard Mechanism, which forms part…
