German Resource Efficiency Programme (ProgRess)
…2020.The central goal of ProgRess is to sever the link between economic growth and the use of raw materials. For this purpose, the programme focuses primarily on cooperation with business, voluntary action and innovation. It contains measures aimed at increasing energy efficiency along the entire value chain – from raw material extraction and product design to production, use and the circular economy. In particular, measures 7 and 11 touch upon “critical raw materials” (CRMs): “Integrate environmental aspects into the EU approach on critical raw materials (priority action)” and “Roadmap Substitution of Critical Raw Materials to Pursue environmental and future technologies”.

Vehicle Taxation
…new registrations compared to 22% before the introduction of the fuel consumption levy. Diesel vehicles currently hold a share of 40% to 50% of the total passenger vehicle fleet compared to 5% in the mid-1980s. The car registration tax has to be paid for each month in which a vehicle is registered and has a number-plate, the prerequisite to use public roads. The level of the tax depends on engine specification and it is paid to the insurance company together with the liability insurance premiums. The tax is then forwarded by the insurance company to the tax authority.

…under the Environmental Code. As from 2005, however, the authorities may no longer impose limits on carbon dioxide emissions or the use of fossil fuels by installations covered by the EU ETS.Measures in the area of spatial planning chiefly affect emission trends in the longer term, and can be of great significance in that perspective. Physical planning measures are primarily governed by the Planning and Building Act (PBA). Many such measures, as well as major infrastructure projects regulated by the Roads Act and the Railway Construction Act, are also subject to some of the provisions of the Environmental Code.
