                Strengthening the Export Control of Relevant Dual-Use Items to the United States

                …The announcement strictly prohibits the export of dual-use items to U.S. military users or for military purposes. It imposes stringent licencing restrictions on items such as gallium, germanium, antimony and superhard materials, generally denying export licences for these items to the U.S. Additionally, graphite exports to the U.S. will undergo more rigorous end-user and end-use reviews. Organisations and individuals who violate these regulations by transferring or providing relevant dual-use items originating from China to U.S. entities will face legal consequences. This announcement took effect immediately upon its publication on December 3, 2024.

                Interim Regulations for the Management of Carbon Emissions Trading

                …2020, the Minitry of Ecology and Environment issued a number of high-level policy documents related to climate change. The Interim rules for carbon emissions trading clarifies various definitions of the national carbon market, and cover the inclusion criteria of key emission entities, the setting and allocation of total allowances, trading entities, verification methods, reporting and information disclosure, supervision and penalties for breach. The rules enter into force on 1 February 2021. China's emission trading scheme does not have a cap. Emission allowances (permits) are allocated based on production. The ETS expanded its scope to industrial facilities in 2025.

                Special refinancing loan to support the clean and efficient use of coal to promote green and low-carbon development

                Plan to increase surtax on Chinese EVs, steel and aluminium products

                The government of Canada intends to implement a 100% surtax on all Chinese-made EVs, includes electric and certain hybrid passenger automobiles, trucks, buses, and delivery vans, effective from October 1, 2024 This surtax will apply in addition to the Most-Favoured Nation import tariff of 6.1 per cent that currently applies to EVs produced in China and imported into Canada.In addition, 25% surtax on imports of steel and aluminium products from China would be applied effective on October 15, 2024.

                Public Financing Support for Graphite Supply Chain

                The Ministry of Trade, Industry, and Energy announced plans for KRW 9.7 trillion in government financing for domestic investment targeting greater diversity in graphite supply chains. Currently, the Korean battery industry depends 90% of its graphite supply on China; battery manufacturers have express strong concerns around the US Inflation Reduction Act provisions which would exclude batteries manufactured using Chinese graphite from receiving tax credits. Details of the financing scheme has not yet been announced.

                Renewable Energy Industry Export Support Plan

                The Ministry of Trade, Industry, and Energy (MOTIE) announced the Renewable Energy Industry Export Support Plan aimed at supporting domestic renewable energy manufacturers' access to foreign markets. Specific measures include:Global Green Credit program to provide export credit insurance for renewable electricity project developers (KRW 200 billion)Other measures with no specific funding announced include:Strategic alignment with Green ODA projects;Developing domestic solar PV supply chains and reduce reliance on China for key materials;Build domestic wind energy supply chain by supporting R&D collaboration with leading international manufacturers;Create a "Renewable Overseas Development Working Group" with relevant…

                Standard for energy consumption of buildings (GB/T 51161-2016)

                The standard is issued by the Ministry of Housing and Urban-Rural Development in 2016. It’s the first national standard of building operation energy consumption indicators, which sets the target of building energy-efficient operation. The standard provides constraint value and leading of building energy consumption indicators, covering residential buildings, commercial buildings, and north China heating.

                …eight-year planning policy designed to allocate funding for Strategic and Critical Metals research projects. The investment is aimed at breakthroughs in metallogenic theory, guiding ore prospecting, and the separation theory of Strategic and Critical Metals, to achieve efficient and clean utilisation of Strategic and Critical Metals.
