EU Industrial Strategy - Climate Neutrality
The EU Industrial Strategy is designed to reduce red tape and help Europe's numerous small and medium sized enterprises (SMEs) do business across the single market and beyond. The strategy will help Europe's industry lead the twin transitions towards climate neutrality and digital leadership. It will decarbonize energy intensive industries, support sustainable and smart mobility, promote energy efficiency, strengthen carbon leakage tools, supply low carbon energy at a competitive price, and support green public procurement.

No new exploration authorisations will be allocated for hydrocarbon research permits or exploitation concessions. (art.9) Renewable gases, including biogas, biomethane, hydrogen and other renewable fuels will be encouraged. (art. 12) By 2040, new passengers cars and light commercial vehicles must be emissions free. (art. 14) Municipalities with more than 50,000 inhabitants and island territories will have to implement a sustainable urban mobility plan by 2023, and introduce mitigation measures. (art.14)

EU Cohesion policy: funding for recovery and digital and green transition

The Urban and rural agenda, fight against depopulation and agricultural development part of the EU Recovery and Resilience Facility focuses on the decarbonisation and economic development of urban and rural areas. It includes an action plan for sustainable, safe, and connected mobility in urban and metropolitan areas, EUR 6,536 million (2021-2023), a housing rehabilitation plan EUR 6,820 million (2021-2023), and green and digital transformation of agri-food / fisheries EUR 1,051 million (2021-2023).

Recovery, transformation and resilience plan / Modernisation of public administration (IV)
…Energy savings and efficiency: The objective is to improve the energy efficiency of of buidling thermal envelope and the lighting installations in public administrations - Renewable energies: Solar energy systems are to be promoted for self consumption. The plan also states a commitement to forbid the purchase of boilers using fossil fuels, in order to foster the use of renewable energies within the central administration. - Sustainable mobility: The government intends to renew the public vehicle fleet and to install new charging infrastructure in public buildings. Overall, these energy-related projects account for EUR 1.07 billion, from 2021 to 2023.

Sustainable Transport - Fleet exchange program "Social & Mobile"
In the context of the economic stimulus of June 2020, the German government decided to implement several measures to develop a more sustainable transport sector. For social services, a "Social & Mobile" fleet exchange programme for 2020-2021 will be set up to promote electric mobility in urban traffic and support non-profit organisations in converting their fleets. EUR 200 million will be invested in this specific measure.

Pan-European Master Plan for the Promotion of Cycling - Vienna Declaration
…present. The central element of 2021's conference was the adoption of the Vienna Declaration, which includes the first pan-European master plan to promote cycling. The initiative aims to double cycling in the pan-European region by around 2030, which would result in around 8 million tonnes less CO2 by the target date, reduced air and noise pollution, and potentially the creation of 400,000 jobs. Member states aim to create national cycling strategies, promoting the expansion of the infrastructure for active mobility, and taking cycling more into account in other policy areas such as health and spatial planning.
