Urgent measures to counter economic effects of the Ukraine crisis
In March 2022, the Italian government enacted urgent measures to counter the economic effects of the Ukraine crisis. Additionally, the Act provides funding for the decarbonisation of the ILVA steel production cycle at the Taranto steel plant. The urgent measures include:1. Building Technical Regulation STR 2.01.09:2005
Lithuania’s mandatory Technical Regulation of Construction is a performance-based code that requires an energy frame (reference building) calculation to establish the maximum allowable energy consumption of new residential and non-residential buildings. The regulation also sets energy frames for existing buildings undergoing renovation, which are generally 20-30% less stringent. The regulation addresses thermal envelope requirements and energy-using systems within the calculation, including, HVAC, hot water, lighting and bioclimatic design initiatives.

ERP Environmental Protection and Energy Efficiency Programme B
The programme provides financing for energy efficiency measures, for example in areas such as building and energy technology, cladding, machinery pools, process cooling and heating, heat recovery systems, measurement and control technology, and information and communications technology, including the accompanying cost of planning and implementation support for SMEs. The expected energy savings must be determined before the application is made; there are minimum requirements in respect of the size of the savings (for new investments: 15 % less than the sector average; for replacement investments: 30 % of the average consumption for the last three years).

Irish Energy Efficiency Obligation
In 2012, the Irish government introduced energy efficiency obligations which have an energy savings target per year between 2014-2020 of 550 GWh of primary energy per year. These obligations cover all sectors and fuels, energy suppliers that sell more than 600 GWh per year and importers of road transport fuel.
Eligible energy efficiency measures include a pre-approved list of measures with deemed energy saving values for residential (including energy poor) sector.
