Energy-efficient water heating programme
The programme provides subsidies for the installation of high-efficiency water heaters, including heat pump systems (EcoCute), hybrid systems, and fuel cell units, to reduce residential energy consumption. Subsidy levels range from approximately ¥70,000 to ¥120,000 per unit, with higher support for advanced systems achieving superior energy efficiency or CO₂ reductions. The 2026 programme is funded with a budget of approximately ¥57 billion under the supplementary budget and applies to both new and existing residential buildings.

In the framework of the on-going transposition of the European Directive 2002/91/CE on the energy performance of buildings, the decree implements the Directive in all Regions.The Presidential Decree no. 59 of 2 April 2009 implements Article 4 a) and b) of Legislative Decree of 19th August 2005 No. 192, concerning the national implementation of EU Energy Performance of Buildings Directive (EPBD).
