Clean Energy Transitions Programme 2023
…the Energy Transition Plan in Uganda and the establishment of regulations for the spot electricity market in China. These and other policies announced in 2023 were all closely aligned with IEA recommendations and reinforced the Agency’s status as a trusted advisor to emerging and developing countries. The programme’s accomplishments also included the publication of the IEA’s first Latin America Energy Outlook and a World Energy Outlook Special Report on universal access to clean cooking in Africa. Additional highlights included annual updates of our World Energy Investment and World Energy Employment reports along with many others. The programme…

European Union 2020
…2050. This in-depth review of the EU energy and climate policies by the International Energy Agency (IEA) assesses progress made over the past five years and reviews opportunities for boosting energy-sector action in the context of the EU economic recovery and the climate neutrality. Together with the European recovery plan and the EU budget, the EGD is an excellent framework for the the EU to leverage short- and long-term actions for a clean, resilient and just recovery of the EU economy. The EGD has the potential to fast-forward investments and technology progress needed for the longer…

A 10-Point Plan to Reduce the European Union’s Reliance on Russian Natural Gas
…gas imports before 2030.We also consider possibilities for Europe to go even further and faster to limit near-term reliance on Russian gas, although these would mean a slower near-term pace of EU emissions reductions. If Europe were to take these additional steps, then near-term Russian gas imports could be reduced by more than 80 bcm, or well over half. The analysis highlights some trade-offs. Accelerating investment in clean and efficient technologies is at the heart of the solution, but even very rapid deployment will take time to make a major dent in demand for imported gas…

The Future of Electricity in the Middle East and North Africa
…region’s climate, characterised by extreme heat and water scarcity, implies that reliable and resilient electricity systems are integral to meeting soaring demand for cooling and water desalination. This outlook provides an unprecedented regional overview of demand patterns for cooling and water desalination including country-level data. How countries across the region meet this increased demand will have profound implications for the region’s economic future but also for global energy markets. This report also explores the challenges and opportunities to sustainably meet electricity demand growth by exploring the potential of both demand and supply side policies and measures. Translation

Is the European Union on track to meet its REPowerEU goals?
…energy does increase in all three of these sectors by 2027 in our main-case forecast, in none of them are levels consistent with the REPowerEU plan. While the share of renewables in electricity expands to almost 55% by 2027 in our main case, this is well below the 69% share the European Commission estimates is needed to support the REPowerEU plan. To enable further increases, governments across the European Union will need to minimise policy uncertainty, simplify permitting procedures and accelerate transmission and distribution network upgrades. Ramping up renewables-based power generation is also essential to expand renewable energy…

Is renewable energy capacity in the European Union making windfall profits from high wholesale prices?
…In October 2022, the European Council passed a regulation on an emergency intervention to address high energy prices. The regulation proposes windfall-profit levies on fossil fuel producers through a temporary solidarity contribution, and on electricity generators (or inframarginal electricity producers) that have lower marginal costs than the price-setting gas units. The Council also introduced plans to cap the wholesale electricity price at EUR 180/MWh or lower, and expects that member countries would raise EUR 117 billion annually. This market intervention aims to reduce electricity prices to protect and support vulnerable energy consumers. As the proposal’s interpretation and…

How to Avoid Gas Shortages in the European Union in 2023
…natural gas markets are not yet out of the danger created by Russia’s cuts to pipeline deliveries of gas. If gas exports from Russia drop to zero and China’s LNG imports rebound to 2021 levels, there is a risk of a shortfall gas supplies in 2023. Measures already taken by EU governments on energy efficiency, renewables and heat pumps should help reduce the size of this potential natural gas supply-demand gap in 2023. A recovery in nuclear and hydropower output from their decade-low levels in 2022 should also help narrow the gap. Despite all of this…

Developing Capacity for Long-Term Energy Policy Planning: A Roadmap
EU4Energy regional roadmap Today’s main policy questions relate to what an energy policy should look like to be robust and flexible enough to deal with the uncertainties of the future. Therefore, a scenario-approach relying on energy system models is essential to support decision making because modern energy system analysis provides the best chance of ensuring decisions will not be regretted in the medium to long term.Developing analytical capacity (i.e. tools and staff skills) is complex and time-consuming. To maintain – and especially expand – a country’s capacity for long-term energy planning, adequate resources need to…

Northwest European Hydrogen Monitor 2025
Northwest Europe is at the forefront of low-emissions hydrogen development. This region accounts for around 40% of Europe’s total hydrogen demand, and it has vast and untapped renewable energy and carbon storage potential in the North Sea. It also has a well-developed, interconnected gas network that could be partially repurposed to facilitate the transmission and distribution of low-emissions hydrogen from production sites to demand centres. The development of the low-emissions hydrogen market in Northwest Europe could gradually scale up in the short- to medium-term. Northwest European countries now have ambition to develop up to…
