Implementing Clean Energy Transitions
…impact of the road transport sector on energy demand, CO2 emissions and air pollution in several selected major emerging economies over the coming decades under several IEA modelling scenarios. Most notably the Announced Pledges Scenario (APS) aims to show to what extent announced ambitions and targets, including the most recent ones, are on the path to deliver emissions reductions required to achieve net zero emissions by 2050.Bringing about a road transport decarbonisation pathway in line with the APS in the selected major emerging economies - Brazil, People’s Republic of China, India, Indonesia, Mexico and South Africa - will require significant…

Scaling Up Demand Flexibility
…initiative to examine the growing importance of demand flexibility in electricity systems amid rising demand, increased renewable energy integration and the electrification of power systems. Case studies in chronological order to examine the changing role of demand flexibility over time from South Africa (2025), Thailand (2030) and Ireland (2035) demonstrate how demand flexibility improves reliability, reduces costs, supports renewables integration and manages network constraints. To realise these benefits, the report emphasises the role for smart technologies, inclusive policies, regulatory reforms and consumer engagement to scale flexibility and move away from emergency interventions, towards a more strategic and efficient system capability.

South Africa Case Study
Cost of Capital Observatory Case Study The Cost of Capital Observatory is an initiative from the IEA, the World Economic Forum, ETH Zurich and Imperial College London. The aim of the Observatory is to increase transparency in the energy sector and inspire investor confidence, especially in emerging and developing countries where data on financing costs is scarcer.Case Studies include lessons learnt of how policymakers, together with the private sector, development finance institutions and other entities managed to mitigate risks and mobilise capital for clean energy sectors across the emerging and developing world.

Lithuania 2021
…reviews of the energy policies of its member, partner and accession countries. This process supports energy policy development and encourages the exchange of international best practices and experiences.
Lithuania has made strong progress towards realising its vision of a secure, competitive, sustainable and innovative energy system in the Baltic region.
The government supported major reforms of the electricity and natural gas markets, and further integrated with the EU energy system and markets. Thanks to the expansion of renewable energy sources, notably bioenergy and wind, the carbon intensity of the power and heat sector has decreased over the past decade.
Nevertheless…

Clean Energy Transitions Programme 2023
…The remarkable impact of the CETP’s work during this period was reflected in several notable achievements, including the announcement of a new set of fuel standards for trucks in Indonesia, the Energy Transition Plan in Uganda and the establishment of regulations for the spot electricity market in China. These and other policies announced in 2023 were all closely aligned with IEA recommendations and reinforced the Agency’s status as a trusted advisor to emerging and developing countries. The programme’s accomplishments also included the publication of the IEA’s first Latin America Energy Outlook and a World Energy Outlook…

Lithuania Natural Gas Security Policy
…Despite the fact that Lithuania is not yet connected to the European gas pipeline network, the Gas Interconnection Poland-Lithuania (GIPL) enables Lithuania, Latvia and Estonia, as well as Finland, to trade natural gas with continental Europe. At the same time, Lithuania’s retail gas market for households is highly concentrated and governed by regulated prices.Lithuania is committed to a sustainable transition towards climate neutrality, and natural gas is expected to play a role in the transition towards a low-carbon economy. Gas-fired power plants will continue to provide flexibility for the integration of rising renewable energy sources…

South Africa Energy Outlook
…is ageing; new projects will not fully compensate for the decline of the existing fleet. The government is focussing on diversifying the power mix by introducing natural gas and renewables, including concentrating solar power (CSP); South Africa has excellent natural resources for CSP development. Oil is the largest fuel in the end-use sectors; more stringent fuel economy standards would mean that a 25% increase in demand could be met with a slight increase in the amount of oil used. The role of coal in South African industry dwindles in the AC as gas and bioenergy are increasingly used, especially…

Energy Policy Review Government action plays a pivotal role in ensuring secure and sustainable energy transitions. Energy policy is critical not just for the energy sector but also for meeting environmental, economic and social goals. Governments need to respond to their country’s specific needs, adapt to regional contexts and help address global challenges. In this context, the International Energy Agency (IEA) conducts Energy Policy Reviews to support governments in developing more impactful energy and climate policies. This Energy Policy Review was prepared in partnership between the Government of Lithuania and the IEA. It draws on the IEA’s extensive…
