Putting a price on carbon – an efficient way for Thailand to meet its bold emission target
…California’s emission trading system is a prime example. Its GHG emissions from electricity generation decreased by 30% between the start of the cap-and-trade programme in 2013 and 2017 due to retirement of coal plant and growth of renewables and natural gas generation. In addition, revenue from the cap-and-trade programme financed the California Climate Investments. These funded renewable fuel research, clean vehicle incentives, energy efficiency installations, wildfire protection and development of a low-carbon economy workforce. The country has some experience of carbon market mechanisms, but also has “readiness gaps” Having confirmed its nationally determined contribution…

The Potential Role of Carbon Pricing in Thailand's Power Sector
…electricity. Based on an understanding of Thailand's regulated power market structure and key policies, this report assesses the potential role of carbon pricing in Thailand's power sector in reducing CO2 emissions and promoting a shift towards cleaner generating sources. It also explores the potential implications of carbon pricing with respect to operating costs and electricity prices. This report is part of IEA support to the Thailand Greenhouse Gas Management Organisation (TGO) on policy design for clean energy transition and climate change mitigation in Thailand. The analysis builds on the results of an in-depth production cost modelling exercise…

Southeast Asia Energy Outlook 2022
…Singapore, Thailand and Viet Nam.Since the last edition of this report, the energy prospects for Southeast Asia have been affected by the Covid-19 pandemic, new energy and climate policy commitments and, most recently, high and volatile prices exacerbated by the Russian Federation’s (hereafter, “Russia”) invasion of Ukraine. Covid-19 led to a major economic shock for countries in Southeast Asia and the economic recovery now risks being slowed by higher energy prices. In the run up to the UN Climate Change Conference (COP26) in November 2021, several governments in Southeast Asia announced ambitious targets for reaching neutrality…

Scaling Up Demand Flexibility
…management to efficient system operation This report has been developed as part of the International Energy Agency (IEA) Digital Demand-Driven Electricity Networks (3DEN) initiative to examine the growing importance of demand flexibility in electricity systems amid rising demand, increased renewable energy integration and the electrification of power systems. Case studies in chronological order to examine the changing role of demand flexibility over time from South Africa (2025), Thailand (2030) and Ireland (2035) demonstrate how demand flexibility improves reliability, reduces costs, supports renewables integration and manages network constraints. To realise these benefits, the report emphasises the role for smart technologies…

Decarbonisation Pathways for Southeast Asia
G7 report The International Energy Agency (IEA) and the Institute of Energy Economic, Japan (IEEJ) have developed and published long-term decarbonisation pathways for Southeast Asia and Indonesia. This paper provides a comparison of modelling approaches, quantitative drivers, and results from the IEA and IEEJ pathways, highlighting areas of agreement, as well as identifying and explaining differences, and thereby to derive implications. The IEA pathway used in the comparison is the Announced Pledges Scenario (APS) from the World Energy Outlook 2022 and the Energy Sector Roadmap to Net Zero Emissions in Indonesia. The IEEJ pathway is the net zero CO2…

Partner Country Series - Thailand Electricity Security Assessment
…view of power sector development. Thailand is seeking to diversify its power sector over the next two decades by increasing coal generation and an increase in both domestic and imported renewables. In addition, Thailand is seeking to reduce the need for investment in generation and transmission by improving energy efficiency. In this study, the IEA explores the state of electricity sector development in Thailand within the framework of the IEA Electricity Security Action Plan, and provides policy recommendations to the government of Thailand on possible market design and regulatory changes to enhance the security and sustainability of its electricity system.
