Government Work Report: 13th National People's Congress - Development of transportation project
China’s State Council issued major guidance to ministries and the State Assets Commission (which overseas major enterprises) to promote “green transformation” of society and the economy. The document sets out broad goals for state action, which will be developed into targets during 2021.
It includes a strategy to expand domestic demand and accelarate the transformation of the economic growth model. The government will notably develop major transportation and water conservancy projects, and increase the national railway development capital by CNY 100 billion.

100-day reviews under EO 14017: Building resilient supply chains, revitalizing American manufacturing, and fostering broad-based growth
Executive Order 14017 called for a report within the first 100 days of President Biden's term focusing on assessing vulnerabilities in key supply chains. The report covers semiconductor manufacturing, large capacity batteries, critical minerals and pharmaceuticals. A task force across various government departments compiled the reports through consultations, public comments and analytic research. In 2023, Canada continued its Challenge programme (started in 2019) with a new challenge on AI-enabled platforms for critical materials discovery that will provide funding for projects aligned with the 2022 Critical Minerals Strategy. A further challenge on the application of AI to improve the productivity of cleantech manufacturing is planned for 2025, and a programme on developing datasets and self-driving labs as innovation resources is underway.

2023 Tax Revision Bill
The 2023 Tax Revision Bill, that has been signed into law, reintroduced tax credits for investments in overseas resource development. The measure seeks to improve Korea's capabilities to address supply chain issues by providing enhanced fiscal and tax support for obtaining overseas resources, such as core minerals. Eligible investments include acquisition of mining rights, investments in foreign corporations, and direct overseas investments by domestic individuals. The tax credits would apply from 1 January 2024 until 31 December 2026.

The Federal Agency for Breakthrough Innovation, SPRIN-D, offers inducement prizes through its Challenge Programme, a multi-stage competition in which participants receive initial funding, with further support awarded to those who advance to the next stage. Successful teams can receive up to several million euros of funding. The Carbon-to-Value Challenge on DAC was completed in 2024, while the Long-Duration Energy Storage Challenge is to be awarded in 2025.

Integrated resource plan (2025)
The plan outlines a USD 121 billion (R2.23 trillion) investment plan to drive the government's effort to grow the economy and transition toward a Net Zero electricity sector by 2050. It plans to increase renewables from approximately 17 GW to more than 45 GW by 2030, to anticipate a phased decline of the coal fleet from 42 GW in 2024 to 28 GW by 2034 and to connect new generation source by 14,494 km of new lines by 2034.
