Laura Cozzi
Director, Sustainability, Technology and Outlooks. Laura Cozzi was appointed the International Energy Agency’s Director of Sustainability, Technology and Outlooks in 2023. She leads and co-ordinates the IEA’s work on energy sustainability, encompassing energy technology policy and climate change. She is also the Agency’s Chief Energy Modeller, and in this capacity co-leads the World Energy Outlook, the IEA’s flagship publication series.Ms Cozzi joined the IEA in 1999 as a junior analyst in the World Energy Outlook team. She has co-led many editions of the Outlook and led multiple special reports. Prior to joining the IEA, Ms Cozzi worked for the Italian energy company ENI S.p.A. Secretary-General of the International Transport Forum (ITF) at the OECD. Dr. Young Tae Kim is the Secretary-General of the International Transport Forum (ITF) at the OECD. Elected by transport ministers of the ITF member countries in 2017, he was confirmed for a second five-year mandate in 2022. Under the leadership of Secretary-General Kim, the ITF has grown from 59 to 69 member countries and into a truly global organisation with a presence on five continents. Pascal Laffont
Chief Legal Counsel. Pascal Laffont took up his duties as Chief Legal Counsel and Secretary to the IEA Governing Board, in June 2012. His previous post was in Doha for the Government of Qatar (2010-2012). Before that, he served in the Energy Charter, Brussels (2001-2010). He started his professional life in legal private practice in London and Hong Kong (1996-2001). He qualified as a lawyer in France and England and is admitted to practise law in England and Hong Kong. Pascal Laffont is a Senior Executive Fellow, Kennedy School of Government, Harvard University.

Daniel Wetzel
Head of Tracking Sustainable Transitions Unit. Daniel Wetzel leads the newly created Tracking Sustainable Transitions unit within the World Energy Outlook, which tracks how policy measures are actually moving the needle on clean energy transitions, energy access, and energy employment. He was one of the lead author’s on the IEA’s Sustainable Recovery report, the IEA’s Sustainable Recovery Tracker, and coordinated IEA’s co-custodianship on Tracking Progress on Sustainable Development Goal 7.1: Universal Access. Daniel also oversees the employment and parts of the demand analysis in the annual World Energy Outlook. Prior to joining the IEA, Daniel worked at the Rocky Mountain Institute in their Beijing office, leading their Power Market Reform program, and also in Colorado, working on regional energy transition plans.

Luca Lo Re
International Climate and Energy Analyst. Luca Lo Re leads the IEA work in the OECD/IEA Climate Change Expert Group. With OECD colleagues, he produces papers to enhance the understanding of technical issues in international climate change negotiations and Paris Agreement implementation. In particular, his works focuses on international carbon markets (Art. 6 of the Paris Agreement). He also leads the organisation of the annual IEA-IETA-EPRI GHG Emissions Trading Workshop, and supports various works of the Agency related to Net Zero.

Dave Turk
Former USA Deputy Secretary of Energy. Dave Turk joined the IEA in September 2016 and is currently the Acting Deputy Executive Director and Head of the Strategic Initiatives Office. He formerly served as Deputy Assistant Secretary for International Climate and Technology at the U.S. Department of Energy, where he coordinated the Department’s international clean energy efforts. He also previously served as Deputy Special Envoy for Climate Change at the U.S. Department of State, Special Assistant to the President and Senior Director for Congressional Affairs at the U.S. National Security Council, and in various capacities in the U.S. Congress.
