This regulation, issued by the Government of Alberta under the provincial Environmental Protection and Enhancement Act, requires licensees to comply with sections of Directives 017 and 060 (issued by the Alberta Energy Regulator) for venting methane and measuring methane emissions, and recordkeeping and reporting related information.
Specifically, the regulation directs well, facility and pipeline licensees to comply with the venting and flaring/incineration requirements in Sections 7 and 8 of Directive 060; manage fugitive methane emissions as required in Section 8 of Directive 060; measure the volume of gas produced, received, vented and destroyed at/from upstream facilities, consistent with Directive 017; submit annual reports; and retain records for 4 years. Fines are assessed for violations (up to $50,000 for a person and up to $500,000 for a corporation).
