With the Energy Conservation Act of 2017, the government of Singapore introduced minimum energy performance standards and labelling requirements for a set of appliances and electric motors.

Concerning air conditioners, fall under the scope of this regulation:

  • Any single-phase non-ducted room air-conditioner (casement or window type) with cooling capacity of 8.8 kW or lower

  • Any single-phase non-ducted room air-conditioner (split type (inverter)) with cooling capacity of 17.6 kW or lower

  • Any single-phase non-ducted room air-conditioner (split type (non-inverter)) with cooling capacity of 17.6 kW or lower

The established MEPS are the following

  • Casement and window (Up to 8.8 kW) - COP100% > 2.90

  • Single-split (non-inverter) - COP100% > 3.78

  • Multi-split (non-inverter) - COP100% > 3.78

  • Single-split (inverter) - Weighted COP > 3.78 and COP100% > 3.34

  • Multi-split (inverter) - Weighted COP > 3.78 and COP100% > 3.34

Cooling capacity refers to the measured total cooling capacity in accordance with the applicable test standards.

Weighted COP = 0.4 x COP100% + 0.6 x COP50%

Testing standards are also established:

  • Casement, window and single-split: ISO 5151:2010, Section 5.1: Cooling capacity test, Climate Class T1

  • Multi-split: ISO 15042:2011, Section 6.1: Cooling capacity test, Climate Class T1

  • All (for standby power): IEC 62301:2005 or IEC 62301:2011,  Section 5.3.1 or 5.3.2 of IEC 62301:2005 or Section 5.3.2, 5.3.3 or 5.3.4 of IEC 62301:2011
