2025 - 2036 National Transport Plan - Urban growth agreement
In the largest urban areas, there has been targeted work overtime to reduce greenhouse gas emissions, congestion, air pollution and noise through coordination in land use and transport policies. The goal is to shift growth in passenger transport from private cars to public transport, cycling and walking (the Zero-growth Goal). The central government contributes to increased financing of public transport, cycling, and walking, supported by local measures such as restrictive measures against car traffic, efficient land use, and funding for public transport infrastructure and operation. To date, seven agreements have been signed based on the Zero-growth Goal. The central government has recently invited three of the largest urban areas to renegotiate and extend their agreements.
