The Heat Pump Deployment Promotion Plan promotes heat pumps as a core technology for replacing fossil-fuel boilers and electrifying heating and cooling demand. The government set a target to deploy 3.5 million heat pumps by 2035 and reduce greenhouse gas emissions by 5.18 million tonnes. It plans to introduce a separate electricity tariff not subject to progressive residential rates, expand public subsidies and support deployment in detached houses, villages, commercial buildings, public facilities and industrial sites. The 2026 budget for heat pump support was reported at KRW 58.3 billion, reflecting a shift from pilot deployment toward a national market-building programme.
