Ethiopian Building Proclamation No. 1356/2024, mandates that:

  • Renewable Energy Mandate for Category 'D' Buildings: The proclamation requires that designs for Category 'D' buildings (which include buildings over 12 stories, large public institutions, workshops, and factories) must be prepared to enable the use of alternative energy supplies (renewable energy).
  • Green Construction Standards: For the same Category 'D' structures, designs must be prepared with the intent to encourage green construction.
  • Professional Responsibility for Energy Efficiency: Every design professional is legally required to incorporate contemporary technology, green development, and the efficient use of renewable energy into their work. The goal of this requirement is to promote sustainable development throughout the national building sector.
  • Integration into Technical Designs: The proclamation defines "Design" to include an analysis of electrical, mechanical, and electro-mechanical works. These technical specifications must comply with the mandatory Ethiopian Building Standards, which serve as the practice-level energy codes specifying technical requirements for any construction in the country.
