This programme is established as part of Mexico’s 2025 Federal Expenditure Budget (Presupuesto de Egresos de la Federación) and is implemented through the Federal Electricity Commission (CFE) to modernise strategic energy infrastructure. Public spending is allocated to nuclear electricity generation via the rehabilitation of the Laguna Verde plant, alongside low-carbon and renewable generation including hydroelectric, geothermal, solar, and wind projects. The policy further prioritises the modernisation of generation infrastructure and the expansion of transmission and distribution networks, incorporating smart grid technologies and energy loss reduction measures. Finally, the budget supports energy sector research and technological development through specialised laboratory upgrades and pre-investment studies for both the nuclear and electrical sectors.
