The Plan Introduces binding planning restoring CFE and PEMEX as Public State Companies. Key new mandates include the State guaranteeing 54% of power generation. It establishes a legal framework against energy poverty and replaces voluntary social assessments with the binding Social Impact Manifestation (MISSE). It prioritises  technological sovereignty via lithium battery development, Mexican electric transport (Olinia, Taruk), and the large-scale deployment of battery storage (SAE) to manage renewable intermittency.
