The Geological and Minerals Development Act (2025) establishes the legal framework for geological surveying, mapping, exploration and the regulation of artisanal, small-scale and large-scale mining in Zambia. It sets out the roles and powers of key directors within the Ministry of Mines, including the Director of Geological Survey, Director of Artisanal, Small‑Scale Mining and Value Addition, and Director of Large‑Scale Mining & Mineral Investment Promotion. 

The Act creates an Artisanal and Small‑Scale Mining Fund to support capacity development and financial assistance for small operators. It also mandates preference for Zambian goods, services, and labour in mining operations, restricts removal of minerals without consent, and provides mechanisms for guidelines, confidentiality, enforcement powers, and ministerial regulations.
