National Critical Minerals Strategy 2024-2028

The Critical Minerals Strategy sets out the long-term vision and objectives to be achieved in the 5-year strategic period from 2024-2028, including ensuring sustainable exploitation of minerals, strengthening value addition and promoting the local economy, and building reliable critical minerals supply chains to meet global demand. 

The Strategy defines critical minerals as naturally occurring minerals essential to modern technologies, the economy and national development. It identifies 11 minerals of strategic importance to Zambia:

  • Lithium
  • Graphite
  • Nickel
  • Cobalt
  • Coltan (Columbite-Tantalum)
  • Tin
  • Copper
  • Manganese
  • Sugilite
  • Uranium
  • Rare Earth Elements (REEs)

The Strategy also addresses several challenges facing Zambia’s mining sector, including illegal mining and insufficient geological data. It outlines a four-point action plan to enhance the country’s capacity to manage its critical mineral resources effectively: 

  1. Advancing geological mapping and mineral resource development and management;
  2. Enhancing strategic government and private sector partnerships; 
  3. Promoting beneficiation and value addition; and 
  4. Fostering research and development.
