Law No. 1613: General State Budget 2025

Bolivia’s Law No. 1613 approves the 2025 General State Budget and includes, in Article 8, industrialisation incentives aligned with an import-substitution policy that also apply to mining. For the period from 1 January 2025 to 31 December 2025, imports of qualifying capital goods and industrial plants for mining are exempt from VAT, and domestic sales of those same items are subject to a zero VAT rate. The eligible goods will be specified by the Executive Branch through a Supreme Decree, meaning the scope of the measure will ultimately depend on that list. The regime applies to imported goods that are no more than ten years old, and items consigned to public companies or public institutions qualify only if they are new.
