Mineral Beneficiation Strategy for Namibia

The goal of this strategy is for Namibia to develop their mineral industry from one that exports most of its minerals as concentrates and semi-processed forms to one who manufactures high-value intermediates and finished products. One of the goals is for copper and zinc to be refined in the country to pure metals before being exported. Such strategy also identifies lithium and graphite as pilot projects for mineral beneficiation and prioritising higher control on exports of unprocessed materials and incentives for local processing of lithium, rare earths, and uranium. 

To achieve this aim, there was a recent proposal to reform the Minerals (Prospecting and Mining) Act 33 of 1992 (amended on 2008) which is under public consultation (as of September 4, 2025).
