Bottom-Up Economic Transformation Agenda for Inclusive Growth
Bottom-Up Economic Transformation Agenda for Inclusive Growth (BETA) is the Fourth Medium Term Plan developed by the National Council for Population and Development to accelerate socio-economic transformation to a more competitive economy in many sectors, including the mining sector. Such policy resulted in reforms in the mining sector such as the declaration of fourteen minerals as strategic due to their importance, therefore reserved for exploitation with government involvement.
Other modifications and proposals include amendments to the Mining Act to facilitate investments, speeding the development of mining cadastre system and review of royalty rates and fees, development of a Mineral Value Addition and Processing Policy to develop those areas and audit of mineral rights to avoid illegal mining.
