National Development Plan
The plan outlines Namibia's medium-term (2025-2030) national development strategy. It serves as the government's blueprint for guiding socioeconomic policies, resource allocation, and public investment priorities across various sectors for the duration of the NDP6 period. 2030 targets for hydrogen are 1.3 Mtpa of ammonia, 2 Mtpa of hydrogen-based DRI, 143 GWh of power generation from hydrogen, 30000 jobs created and 30% of domestic content. The policies considered to achieve these targets include contracts for difference, renewable hydrogen special economic zones (Walvis Bay) including streamlined permitting and infrastructure support, the development of domestic manufacturing capacity and new hydrogen infrastructure.
