In February 2024, the European Commission presented its assessment for a 2040 climate target for the EU whereby the commission recommends that net GHG emissions are deduced by 90% in 2040 relative to 1990 levels. Clean hydrogen is stated to play a large role in reaching these targets. Up to 35 MMt of production by 2040 is outlined, which represents up to 10% of final energy demand. The assessment published by the commission accounted for 3 million metric tons per year (MMt/y) of H2 production by 2030, which is below the target set in the EU's 2020 hydrogen strategy. Other roles for hydrogen in power generation, heavy-duty transport and long-term storage are not considered in the assessment.
