Decree n.º 60/2020 for the guarantees of origin of renewable and low-carbon gases
The Portuguese government aims to achieve carbon neutrality by 2050, emphasizing the role of renewable and low-carbon gases, including hydrogen, in the decarbonization of the economy. The decree establishes a system for issuing guarantees of origin for renewable and low-carbon gases to certify their renewable content. Hydrogen produced from renewable sources is included in the calculation of renewable energy targets, with specific goals set for renewable energy consumption: 31% by 2020, 34% by 2022, 38% by 2025, 41% by 2027, and 47% by 2030. Additionally, the use of renewable energy in transportation is targeted to reach 20% by 2030. The decree outlines the need for investments in infrastructure and monitoring systems to ensure the accurate certification and tracking of renewable hydrogen production.
