This law is part of the broader National Energy Policy. It establishes an overarching legal framework for low-carbon hydrogen defining the principles, objectives, governance, incentives. There are 4 instruments National Hydrogen Program (PNH2); The Low Carbon Hydrogen development program (PHBC); Certification (SBCH2);Special incentive regime for the production of low-carbon hydrogen (Rehidro)
For Rehidro, the main incentive instrument is the suspension, for five years from 1 January 2025, of the levying of PIS/Pasep and Cofins on activities related to low-carbon hydrogen carried out by its beneficiaries
