Hydrogen Society Promotion Act

The Act introduces three support options for hydrogen projects:

15-year CfD for domestic and imported hydrogen, requiring at least 10 years of post-subsidy operation
Development expenditure (DEVEX) support for shared infrastructure used by at least two users (min. 10 ktpa)
Regulatory exemptions via standard documentation
Applicants can choose any of the three. CfD reference prices are based on conventional fuels (new uses) or historical fossil hydrogen prices (existing uses). Eligible offtakers must be in hard-to-abate sectors with a minimum size of 1 ktpa.

The Act also includes a certification scheme aligned with EU thresholds (e.g., 3.4 kg CO₂-eq/kg H₂). In 2025, amendments to the JOGMEC Act established the legal basis for promoting low-carbon hydrogen and derivatives in Japan.
