Hydrogen policy in Wales

In February 2025, the government published a draft policy on hydrogen production, storage, and transport. It supports hydrogen use when it helps decarbonization, meets the Low Carbon Hydrogen Standard, and supports a just transition for communities.

The policy is:

Technology neutral
Focused on absolute emissions
Allows limited fossil-based hydrogen only if it accelerates low-carbon alternatives
It will be integrated into future Planning Policy and Carbon Budgets.
