Amendments of the Electricity Supply Act
Two changes relevant for hydrogen: Refunds for PtX systems (paragraph 4(b) and (c)): Pilot plants using renewable energy (up to 200 MW) benefit temporarily if no electricity is re-fed into the grid. Partial exemption for hydrogen storage used as electricity storage (Article 14a, paragraph 4(a)): Grid operators must reimburse usage fees for electricity that is stored and later fed back into the grid. Amendments are expected to be fully in place by 2026.
