The new policy aims to simplify state aid rules, building on the now-expired Temporary Crisis and Transition Framework (TCTF). Unlike the TCTF, this scheme would be permanent, with no deadlines for granting aid or starting projects.

RFNBO projects could receive up to 45% of eligible costs, rising to 55% for medium-sized and 65% for small companies. Industrial decarbonization projects, including hydrogen, could get up to 50%.

Electrolyzer manufacturing aid depends on location: up to 35% (max €175M) in disadvantaged areas, and up to 15% (max €75M) elsewhere.
