Renewable Energy Directive - National transposition for transport
A draft bill under consultation as part of the 2024 revision of Germany’s GHG reduction framework introduces binding RFNBO (Renewable Fuels of Non-Biological Origin) quotas for fuel suppliers, starting at 0.1% in 2026 and rising to 1.5% by 2030 and 12% by 2040. The bill also extends GHG quota compliance to the aviation sector and sets non-compliance penalties at €17,000 per tonne for aviation and €8.4 per kilogram for other sectors. While the existing GHG quota system supports RFNBOs with multipliers, this new measure complements it by mandating specific volume offtake. The draft includes a multiplier of 1.5 for aviation and shipping, but none for road transport, and is expected to come into force by January 2026.
