Regulation of the hydrogen network and market

Proposal legislation open for public consultation until mid June 2025. Three main aspects are covered: Hydrogen network regulation; Certification; and Incentives. For the hydrogen network, it covers the transposition of the EU Directive 2024/1788 on common rules for internal markets focusing on limited hydrogen networks (Articles 43-46). For certification, it defines the governance system including certificate system, administrative details and monitoring. Specific incentives are not defined but page 29 indicates that hydrogen projects can be eligible to various incentives including up to 100% support within designated zones, support framework for infrastructure and potentially operational aid
