Public consultation for the transposition. The proposed regulation has GHG emissions reduction quotas that fuel suppliers would have to meet for 2026-2035 and it would replace the TIRUERT scheme. There are specific sub-quotas for low-carbon hydrogen and RFNBO (0.1% in 2026, 1.5% in 2030, 2% in 2035) without any multiplier. From 2030, the share of low-carbon hydrogen would be capped (to 0.8%) to meet the EU quotas for renewable hydrogen. The consultation document does not specify if hydrogen used in refineries would count towards the target. Quotas for specific sectors are also included (1.2% in 2030, 2% in 2032, 5% in 2035 for aviation and 1.2% in 2030 and 2% for 2034 for shipping). Proposed penalty for non-compliance is EUR 80/GJ (EUR 9.6/kg) for RFNBO, which would be on top of penalties for missing the GHG reduction targets (which have a penalty of EUR 700/tCO2)
