Government authorized an international bidding process for four blocks of offshore wind to produce renewable hydrogen. The tenders are for companies to perform feasibility studies and potential installation of infrastructure entirely at their own cost and risk. Each block is 600-800 km2 located at 42-60 km offshore. Each block could generate up to 3.2 GW of electricity and produce 200 ktpa of hydrogen. ANCAP (national oil company) would award 30-year production contracts and would have an option to take 30% stake in each block. ANCAP estimates that it will take 10 years from the moment the tenders are awarded until the projects start operation
In May 2025 ANCAP has proposed the auction to the government and waiting for approval. Tender could be launched in early 2026
