Renewable Energy Directive - National transposition of transport target

Binding RFNBO quotas for road transport and shipping from 2028. For road transport, RFNBO quota is 1% in 2028, 2.5% in 2029 and 4% in 2030. For shipping, RFNBO quota is 0.4%, 0.8% and 1.2% for those three years. Combined biofuels and RFNBO targets start in 2026. RFNBO use in road transport would have a multiplier of 2 and hydrogen used in refineries would also count towards the target (up to 85%). RFNBO used in shipping would have a multiplier of 1.5. Non-compliance penalties are equivalent to almost USD 10/kg
