Renewable Energy Directive - National transposition for transport

The policy sets increasing quotas for renewable fuels in transport, rising from 20% in 2020 to 34% by 2030. Within this, a specific target is set for biofuels and renewable fuels of non-biological origin (RFNBOs), reaching 10% by 2030, with biofuels alone making up at least 3.5%. Surplus production can be banked (up to 30%), and non-compliance incurs a penalty of €30/GJ. From 2028, RFNBO-specific quotas apply, starting at 1.5% (with a 0.5% cap for refinery-based supply) and increasing to 4% by 2030 (1% refinery cap), with a higher penalty of €55/GJ for non-compliance. RFNBOs count toward both the overall renewable and the biofuels+RFNBO targets.
