Renewable Energy Directive - National transposition of industry target
The Renewable Energy Directive is being implemented through phased obligations for industry from 2026 to 2030, with two quota options depending on infrastructure and regional alignment. The low variant ranges from 0.2% to 8%, while the high variant goes from 0.2% to 24%. Only 40% of ammonia production is subject to these quotas due to specific risks. Companies must meet targets by purchasing Renewable Hydrogen Units, either domestically or via imports. The remaining hydrogen demand to reach the 42% target by 2030 will be supported through incentives.
As of April 2025, the mandate starts in 2027 with a 4% target by 2030. The rest will be achieved through subsidies and a credit trading system. The bill includes EUR 662 million in demand-side subsidies, and existing ammonia plants remain exempt. The government will cover 75–90% of the cost gap between renewable and grey hydrogen.
