Industrial targets for energy efficiency

The National Development and Reform Commission issued actions plans for four industry sectors defining targets on efficiency improvement, energy saving and carbon reduction. Plans for refining and ammonia explicitly mention use of renewable hydrogen, without setting explicit targets. By 2025, any capacity below the efficiency thresholds (currently 15% of refining capacity and 11% of ammonia capacity) will need to be improved or closed.
