A national hydrogen certification bill defines categories like low-carbon, renewable, and green hydrogen. It outlines roles for certification bodies and includes provisions for international alignment. The scheme will cover hydrogen only, use a book-and-claim chain of custody, and apply a 7 kg CO₂-eq/kg H₂ emissions threshold.

In April 2025, Inmetro was appointed to oversee the scheme, including accrediting certifiers. In June 2025, a renewable hydrogen regulation is expected around COP30, led by ANP. Certification will be optional for domestic sales, and international standards (like the EU’s) are being tested in pilots.
