Delegated Act for "low-carbon hydrogen"
Proposal for methodology to determine GHG emissions from low-carbon (i.e. non renewable) hydrogen. Delegated Act with methodology was published by the European Commission in July 2025. The European Parliament and Member States have two months to accept or reject the proposal. The proposal includes a default value of 5.1 gCO2-eq/MJ for upstream GHG emission intensity of natural gas, out of which just 0.2 gCO2-eq/MJ is for the methane. Electrolysis using nuclear electricity is not yet included. This would require launching a public consultation by 30 June 2026 with the impact assessment to be published by July 2028 at the latest. By then, the Commission shall also assess the use of country- or region-specific GHG emission intensities default values. Biomass or biofuels can be used to lower the GHG intensity of low carbon fuels only when they are used as fuels and not as feedstock
