Multi-year funding for hydrogen as part of the Climate Package 2023

The grant of €7.5 billion was allocated for hydrogen from 2023–2030, with €6.93 billion for electrolysis. Key allocations included €250M for small onshore projects, €4.9B (cut to €4.34B) for large onshore, and €380M for small offshore. A €1.4B offshore program was scrapped in April 2025.

Following a €1.2B budget cut in September 2024, revised funding included €183M for IPCEI, €146M for gas plant conversion, and smaller amounts for transport, storage, and shipping. Additional cuts in April 2025 affected onshore support, demand-side aid, and terminal funding.
