Led by the European Commission, it has a strcuture that faciltates collaboration among governments, industry, academia and civil society groups, and involves them in coodination of EU-level and national innovation activities. The strategic direction and priorities are set by Communication documents, the first of which was issued in 2007 and there have been updates in 2009 and 2023. These aim to align stakeholders with the EU-level agenda, identifying innovation gasps and, where possible, proposing clear action plans (national funding and joint national funds). It identifies 10 actions for research and innovation that address the whole innovation chain (research, market uptake, finance, regulation).
Its latest revision dating from 2023 includes new priorities such as skills, accelerating cooperation between the digital and energy sectors and minimising the use and increasing recycling of critical raw materials for energy technologies.
