Presidential Decree 74/2013 on the management of heating systems: minimum requirements and management of heating systems
Presidential Decree no. 74/2013 defines the general criteria for the operation, maintenance and inspection of heating systems, as well as the professional requirements of experts and bodies to be entrusted with the inspection tasks of the same, introducing, among other measures, the specific obligation relating to energy efficiency control for winter air conditioning systems with a power greater than 10 kW, or 12 kW for summer air conditioning systems, according to specific time frequencies. Furthermore, the provision defines the operating limits of heating systems for winter air conditioning, establishing the periods and methods for switching them on and off.
As provided for by Article 6, paragraph 1, of Legislative Decree 10 June 2020, no. 48, implementing Directive (EU) 2018/844 on the energy performance of buildings, Presidential Decree 74/2013 is currently being updated. The draft decree updates the general criteria provided for by Presidential Decree 74/2013, in order to minimize the administrative burdens on building owners and tenants, ensure optimal environmental, energy and safety performance of small-scale heating systems, and simplify administrative procedures.
