Simplification of authorisation procedures for renewable energy source plants

Legislative Decree 387/2003 first, Legislative Decree 199/2021 then, are the main provisions that have defined and updated the cornerstones of the authorization framework envisaged for renewable energy plants, with differentiated procedures by type of plant. The legislator has intervened on the permitting of FER-E plants in order to simplify environmental procedures, reduce procedural times, improve coordination and definition of the powers of intervention of the various administrations (e.g. the role of the Ministry of Culture), homogenise and digitise the procedures envisaged at territorial level, and therefore ultimately facilitate the installation of new renewable energy plants, the repowering of existing plants, the creation of storage systems. 

The last of these acts of reorganization and rationalization of the permitting for FER is constituted by the Consolidated FER Law, approved with Legislative Decree no. 190 of 25 November 2024.
