Royal Decree-Law 18/2022 and subsequent extensions strengthening energy consumer protection and affordability measures

Spain’s consumer protection framework for energy affordability, introduced under Royal Decree-Law 18/2022, has been extended through 2025–2026. Electricity social tariff (bono social eléctrico) discounts were set at 50%/65% (Jan–Jun 2025) and 42.5%/57.5% (Jul–Dec 2025), and maintained at 42.5%/57.5% in 2026. The minimum bono social térmico payment was increased to EUR 50, with an additional EUR 90 million allocated in 2026. Temporary fiscal measures include VAT reductions on electricity, gas and fuels to 10% and electricity tax cuts to 0.5%. Supply protection for vulnerable consumers is extended until 31 December 2026.
