Portugal National Energy and Climate Plan
Portugal’s NECP 2030 is primarily focused on the short-term horizon up to 2030, setting out a comprehensive set of targets, policies and measures in order to achieve the national climate and energy goals. At the same time, it establishes a clear trajectory towards focuses on achieving carbon climate neutrality by 2045 by promoting renewable energy (targeting 51% share by 2030), reducing GHG emissions by 55% compared to 2005, improving energy efficiency with limits on final and primary energy consumption, and strengthening electricity interconnections. It prioritizes electrification, advanced biofuels, renewable hydrogen, and circular economy. The plan integrates climate, energy, spatial planning, and research policies to ensure a just transition, create jobs, and enhance competitiveness while reducing external energy dependency.
According to the provisions of Article 14 of the Regulation on the Governance of the Energy Union and Climate Action, the National Energy and Climate Plan (PNEC) 2030 was revised in 2024. On December 20, 2024, the national parliament approved the update of the National Energy and Climate Plan 2030 (PNEC 2030), under the terms of article 166(5) of the Constitution (Parliament Resolution no. 127/2025).
